First Remittance of Membership Dues/Envelope Charges/Assessments Due to Council 1 Oct

Please use the NEW Remittance Form whenever you turn in money.  This ensures that the money you turn in is properly credited to the right accounting line at Council and District.  You can send your form/check in a sealed envelope to the Council Treasurer’s address on the form or use LUSD Inter-District Mail and send to Lompoc Council PTA at LUSD offices.  We have a mailbox there and mail is collected at least once a week.

Units are encouraged to routinely turn in remittance forms/checks.

Reflections - Council Deadline Set!

Units should have their winning Reflections entries turned in to the Council Reflections Chair, Tracy Von Protz, no later than 30 November 09.

This year’s Reflections Art Program theme is Beauty Is… All participating units should contact Tracy as soon as possible.

The Facts on Federal Tax

Federal Taxes

Although PTA is an organization that operates in the public trust, it must comply with all tax requirements as prescribed for its nonprofit status. As a result, PTAs may be required to file federal tax returns depending on their gross receipts (see below).

New Tax Filing Requirements

The new Form 990 series returns are effective for 2008 tax years. Fiscal years beginning in 2008 and ending in 2009. To allow organizations time to adjust to the new forms, the IRS is phasing in the new returns during a three-year transition period. During the transition, an organization’s annual filing requirement depends on its financial activity.

The chart below indicates the general exempt organization filing requirements during the transition period.

Unit, council and district PTAs with annual gross receipts normally less than $25,000 are now required to file Form 990N .Instructions for filing this form can be found at http://www.irs.gov/charities/index.html.

The forms dated the year the PTA fiscal year begins are the correct forms to use. For example, if the current fiscal year begins July 1, 2004 and ends June 30, 2005, forms for the year 2004 should be used.

More information can be found at http://www.irs.gov/charities/article/0,,id=96103,00.html.  Your tax form needs to be filed by the 15th day of the 5th month after the end of your fiscal year.  (I’m sure there is some reasoning to that equation.)  That would make it Nov 15th, but play it safe and tell yourself this has to be done by Oct 31st.

Do Your Bylaws Need a Facelift?

Changes at the State and National levels have necessitated a series of changes in the District, Council and Unit bylaws.  If your bylaws have not been rewritten recently, you are due for a total revamp.  Council has a Parliamentarian on board who can help you navigate the process.

Your Executive Board President will need to appoint a committee, headed by the unit Parliamentarian.  The committee will make the rewrites and move forward from there!

Form Budget Committee

If you haven’t already, it is time for your Unit Executive Board President to appoint the chair and members of the Budget Committee.  Committee members will solicit information from and assess the needs of VPs and other committees in the unit.  This information will be used to formulate a budget for the year.  The budget will need to be approved by the unit’s Executive Board and by the General Membership before it can be acted upon.

2009-2010 Executive Board Rosters

In order to identify all the officers of each unit and to ensure each receives the proper communication from Council, District and State levels, each unit should provide a copy of their Unit Executive Board Roster to the Council President.  This can be emailed to the President or brought to a Council Meeting.  These are currently due to Council.

Year End Audits Are Due

Year End Audits are due now to the Council Auditor.  It is a PTA requirement to audit the books twice a year, mid-year in January and at the end of the fiscal year in June/July.  Please bring two copies of your audit to a Council Meeting or send to the Council Auditor directly.

First Council Meeting of the New Fiscal Year

First Lompoc Council PTA Meeting of the 2009-2010 year will be held on Thursday, 16 July at 7 pm in the Board Room of the Education Center.  Mark your calendar and plan to attend!
